Data Manager

Department: Quality Assessment Services
Location: Denver, CO


Responsible for supervising Data Specialists within the department, managing data protocols and quality assurance, and scheduling of all assessment work. Maintain strong relationships and communication with key partners and offer advisement. Ensure integrity and quality assurance standards for all assessment data.




  • Supervise, support, and evaluate Quality Assessment Data Associate team members. This includes checking data entry and review for accuracy and providing constructive feedback, developing and implementing quality assurance protocols, and providing individualized reflective supervision.
  • Oversee rating and assessment scheduling systems for Colorado Shines, DPP CLASS®, and departmental fee-for-service assessment work. This includes working with the Quality Assessment Services Manager and the Quality Assessment Services Director to create monthly schedules for the assessment team, collecting applications or contracts for assessment work, and entering information into the database.
  • Facilitate and manage resubmissions for Colorado Shines Ratings, as well as technical reviews and appeals of Colorado Shines Ratings, DPP CLASS®, and additional fee-for-service assessment work.
  • Build and maintain effective relationships with community partners, particularly the Colorado Office of Early Childhood, the Colorado Department of Education, Colorado’s Early Childhood Councils, and the Denver Preschool Program.
  • Collaborate with key partners in the evaluation and reconstruction of system databases and version upgrades and serve as an advisor when adjustments are made to current projects or new projects begin. Identifies and advocates for appropriate and best practice database system modifications.
  • Field inquiries and provide information to early childhood programs on ratings and assessments both via email and by phone. Additionally, disseminate relevant information to all department staff and supply reports to the Quality Assessment Services Manager and the Quality Assessment Services Director.


Minimum education: Bachelor’s degree from an accredited college or university.

Work experience in positions similar to this job: Five years of experience analyzing, editing, or reviewing program or administrative data and/or customer service. At least one year of supervisory experience is also preferred.  


Experience with or extensive knowledge of the Colorado Shines Rating criteria and documentation requirements preferred. Official trainer approval through Colorado’s Professional Development Information System, which includes the completion of online coursework related to adult learners.
