Director, Quality Assessment Services

Department: Quality Assessment Services
Location: Denver, CO



The Director of Quality Assessment Services provides direct oversight to the department including staffing, departmental budgets, and contract compliance. The Director’s work focuses on supporting the department’s assessment work related to Colorado Shines, Denver Preschool Program, program and classroom quality measurement and training (e.g., Environment Ratings Scales, Classroom Assessment Scoring System). The Director is the primary liaison to grant and contracted stakeholders. The position supervises two departmental managers providing direction and oversight on staffing, data systems, and quality system implementation. The position actively participates in cross-functional departments and teams and reports directly to the VP of Quality Assessment Services. The position partners with all levels of oversight to ensure the execution and enhancement of all quality assessment procedures and products related to the administration of Colorado Shines. The position routinely demonstrates and motivates others to show a commitment to Clayton’s activities, mission and standards of excellence in early care and education.



  • Develop and support implementation of the departmental workplans for Colorado Shines, DPP CLASS, and related fee-for-service engagements that align with Clayton’s strategic goals. Co-establish and measure benchmarks, timelines, and resources needed to achieve project goals and ensure that the plan includes detailed strategies for smooth implementation and customer support for all ratings and assessments.
  • Lead efforts to develop new and expanded business for assessment and related work. In coordination with Learning and Talent, Research & Evaluation lead and implement outreach strategies related to trainings, ratings and assessment.
  • Develop, implement, and monitor policies, procedures, and protocols for Colorado Shines, DPP CLASS, and FFS work, including quality assurance processes, with a focus on balancing empirical rigor and cost-efficiency.
  • Attends and actively participates in national and statewide committees, meetings and conferences programs and partners.  
  • Performs business operations including contracting with and managing consultants; preparing and managing the departmental budget; staff allocations and prepares reports as requested by funders, President and CEO, Vice Presidents, and Board of Trustees.
  • Monitor effectiveness of ratings and assessments and update benchmarks as needed; obtain external input to confirm validity of all assessments as appropriate.
  • Supports Clayton and the departmental Managers in developing and enacting systems and guidelines for travel, workloads, and adherence to project standards and procedures. 
  • Ensure ratings and assessments are relevant to providers’ needs, reflective of best/promising practices and research, and innovative in the realm of early childhood quality assessment. Anticipate changes within the early childhood field. Adapt ratings menu based on need and demand and spur innovation. Identify new products and how they would integrate with current offerings.
  • Build and maintain relationships with stakeholders, funders, and customers including the Office of Early Childhood, the Denver Preschool Program, other government entities, and the early childhood education community across Colorado. Direct liaison with Clayton’s contracted partners including Colorado Department of Human Services, Office of Early Childhood for Colorado Shines, and the Denver Preschool Program.
  • Communicate, enforce, and refine critical organizational firewalls (intended to ensure fairness and to limit bias) between ratings work and all of Clayton’s other work including educational services, research and evaluation, coaching, training, and professional development. 
  • Provide regular performance feedback for Managers, including establishing performance plans if reliability or other performance criteria are not met. 
  • Supports departmental hiring and termination of personnel; identifies professional development training opportunities; team-building; individual goal-setting; and conducting performance management reviews and check-ins.


Minimum education: Master’s degree from an accredited college or university, preferably in early childhood education, education, curriculum and instruction, or adult learning.

Work experience in positions similar to this job: Five years of experience working in an early childhood setting. Supervisory experience required. 

Special training or experience: Experience using the Environment Rating Scales and/or CLASS®as assessment tools in early childhood environments. Reliability in one or more of the Environment Rating Scales and the Pre-K CLASS®tool highly preferred.
